gas is a state of matter in which all particles have enough energy
to overcome all of the attracting forces. The particles bounce off
the sides of their container are not held together in anyway.

Water vapor is a gas because its particles have enough energy to
overcome all of the attracting forces. Water vapor doesn't have
a definite shape or volume and its particles are not held together
in anyway.
